When this is false, on upgrade, a fix script runs to check the instance for package, scope and domain records that were potentially migrated incorrectly when dashboard migration ran. If any mismatching records (records that are not in the same scope, domain as their coreui counterparts) are found, the fix script will repair them. As doing that search is long, once it has been completed once this property is set to true which disables the script from running again. If the migrator is run after this issue was fixed, this property will be set to true automatically by the migrator.
